Re-Entry After Voluntarily Deportation, After Serving Time for a Drug Charge

My father was convicted of conspiracy to distribute uncontrolled substance (coke). He was sentenced to 87 months in federal prison. After serving his sentence, he was asked to voluntarily leave the country for a maximum of 10 years, which he did. It has been a little over 10 years now. What is the first step he should take to apply for re-entry into the U.S.? Also, what are the chances he will be granted approval? I would also like to mention that, he doesn't have any desire to permanently reside within the U.S., but to only visit his family a few times a year. Thank you for your time.
