Vehicle Towed for 72 Hour Violation - Ticket Has the Wrong Vehicle Code

My question involves towing laws for the State of: California
My vehicle was towed for a 72 hr violation in San Diego.
1. Do they have to notify you with a warning or ticket before they tow?
2. The San Diego Municipal Code written on the ticket is 86.23(a) which as I read it says something about selling things out of your vehicle. I believe the correct code was 81.09.
86.23(a) It is unlawful for any person to stand or park any vehicle upon any street while selling merchandise therefrom unless authorized by other provisions of this Code.

Do I have any hope?

You can try to fight your obligation to pay the parking ticket based upon the incorrect charge, but I don't think it's going to get you anywhere in relation to getting your car out of impound. You are not entitled to a ticket giving you advance notice that parking your car illegally can result in its being towed. But odds are your car was tagged or marked during that 72 hour period.
