Built Without Permit 25 Years Ago Colorado

My question involves real estate located in the State of: Colorado.
I built a simple home 25 years ago without a permit. I did get a sanitation permit installed and signed off. My construction method is of rammed earth and poured in place reinforced concrete. The county has a picture of my house and I've been paying residential taxes on it for 22 years. They now want to hassle me about having done this. It's on a patented mining claim in the National Forest. I filed an update of assignment of patent, recorded it at the county, and published three times in the local paper that I had done this. This was at least ten years ago.
New comers have caused problems with the county and the county is cracking down on everything.
There is no injured party, no claims by anyone, just a sense of the county wanting to collect money for fees.
There are court decisions saying zoning is a partial taking of property. My patented claim was signed by the President, Grover Cleveland. I contend the state nor county can impair that executive federal patent as stated in the US Constitution.
