    Question Unequal Implementation of Law

    My question involves a traffic citation from the state of: Maryland.

    Last summer I received a parking ticket for parking against the traffic -- in front of my house. My neighbors and I have all been parking that way off and on for the 10 years we have lived here-- I am not in a municipality and no one has ever received a ticket that I know of before. I have been all over this state, and only have seen that the rule applied in certain municipal areas (not all -- for example where my father lives in another county does not have that rule). That day and for the next two weeks thereafter, I watched the cars on my street and took pictures nearly every day of vehicles that all were parked like mine had been when I received the ticket -- and none of them received tickets. The only thing I can see is that of the three households on my block whose native language is English, and two of the three are the the only ones who have received a ticket for anything, and they have been quite petty items. Nearly 6 months later I received a summons to go to court. I see this as a unequal implementation of law, if there is such a law. Have not found a reference for it yet.

    The fact that other people get away with it doesn't make it any less a traffic offense.

    If you want more of your neighbors to be ticketed, ask the police to patrol more regularly.

    That completely does not answer (1) why in 10+ years there have been no tickets to me or anyone (2) I am not asking that my neighbors be ticketed -- I am trying to ascertain why I and one neighbor are the only ones who were. Obviously no one else has; logically if anyone else got a ticket they would change the way they park, and not one has.

    In addition, it is not a known traffic offense in Prince George's County -- my work takes me throughout the county. I know people who park the same way for DECADES. I have only seen tickets given for this alleged infraction within the municipalities, not the county areas. I also have looked for the alleged infraction online, and found out that around that same time period there was a Revenue Officer giving the tickets -- NOT parking enforcement or a police officer (PG gets enough money as it is from our property taxes).

    My point again is, if it is an infraction, it should be uniformly issued, not to only one car in the block when a half a dozen cars were committing the same "offense" AT THE SAME TIME. Also, how does a Revenue Officer have jurisdiction to issue parking tickets?
