How to Catch Neighbor's Vandalism

My question involves criminal law for the state of: OH

ANGRY neighbor threatened me with retaliation for a making a truthful report to the police, and then there are two instances of damage that there is an almost 100% likelihood that he did. Is motive, opportunity, and means or preponderance of evidence enough to nail him? What should the police do? How can I catch him in the act?

Having been through several years of neighbor vandalism, I can tell you that unless you show up at the police station with photos or video of them in the act, or a passel of witnesses who can testify that they saw it, nothing can be done.

Are you technically proficient in the slightest? Consider setting up security cameras that record directly to a computer's hard drive. There's a pretty decent tutorial here.

We finally got our vandalism issue taken care of when the kid responsible made the mistake of bragging loudly about it at school, not realizing that the School Resource Officer was right behind him. Whoopsie.
