The RCW for My Discovery That I Requested That Never Showed Up

My question involves court procedures for the state of: Washington

Hi There,
I am trying to find out what the RCW # is for dismissal of a case do to the fact I never recieved my discovery and the front and back of my filed ticket that I requested twice months ago...

Can some one please tell me what the RCW law is and where I can find it?
