    Default Who Can Sign the Birth Certificate

    My question involves name change laws in the State of: Kentucky

    My son and his girlfriend are expecting in April. She is presently on Passport because she cannot afford health insurance. My question is: Can he sign the birth certificate? and can the baby have his name? He is under the impression that because she is on Passport - he cannot sign the birth certificate or give the child his name. Help me please. Thanks.

    You mean can he sign an application for a birth certificate, or an affidavit of parentange? Of course he can. If that means his income is considered in relation to her eligibility for public assistance, c'est la vie.
