Responsibility for Red Light Tickets After Buyer Didn't Transfer Title

My question involves a consumer law issue in the State of: Washington

A lady bought my car and didn't transfer the title. I turned in the seller's report on time, I have the receipt. I have everything I need. Well the lady got a ticket with those red light cameras. They sent the ticket to me because the car is still in my name.

I'm going the correct route to fix the situation, but someone else told me that the seller's report isn't enough, and that I will still be responsible for this ticket. Is this true? False? Anything else I should do then turn in this Declaration of Non Responsibility?

You weren't driving and you don't even own the car anymore.

Filing the correct paperwork ought to be sufficient.
