Default Removing Child from City Without Approval

My question involves a child custody case from the State of: Texas

The father has custody but he wants to move from San Antonio to Houston without getting approval/signature from the mother of the 2 girls.
He has no regard for her rights or consideration of the move will have on the girls and he has implied that he will never make a trip to SA & she will not find them there and she will never see them again.

Could the mother call Amber Alert on him?
And how can she fight him on this?

    Thank you for ANY information!
    Lesley

Their rights are governed by their child custody order. If the order requires court permission to move, the mother can take the father to court to try to block the unauthorized move. (And he can ask the court to permit the move.)

    No.
The Amber alert system is for situations where a child has been kidnapped and in very serious danger. Nothing in your post indicates that the children would be in serious danger.
