Buyer Will Not Transfer Title

I sold a vehicle to a lady and her husband about 4 mos ago, I signed title and she did, however it was not notarized, now I cannot get her to notarize and turn it into dmv. I realize both parties must be present, but cannot for the life of me get her to do it. Would I be liable if this vehicle was in an accident, I have turned in tags, dmv has an affidavit that would release me from ownership, but they said if i filled it out and turned it in without the title notarized it would be fraud, I put liability on because I got worried, but do not want to pay for ins on something I do not have, please help me with this nightmare.

So the car is still in your name. Go get it. I can't think of a better way to get her off her butt and to the DMV. She can't even report it stolen, it's not in her name.
