Default Naming Father on Birth Certificate Without Consent

My question involves paternity law for the State of: Washington

Is it legal for an unmarried mother to name a father on the birthcertificate without the fathers consent or signature?

paternity has never been established nor will the mother answer any phone calls or her front door.

Naming the Father does not make him the legal Father

If a mother is not married, she cannot list any father on a BC unless the father is present to sign an acknowledgement of paternity.

Is this the law in all states (asking about California) and has it always been the law? What if a mother signs the Fathers name on the BC without his knowledge or consent?

In California, the only legal way to add the father's name to the birth certificate (if they are not married) is for the father and mother to sign an Acknowledgement of Paternity and Declaration of Paternity. The Declaration of Paternity also is a request to amend the birth certificate.

If a child is born and the parents are not married, the only information that is legally allowed on the birth certificate is the father's place of birth and father's date of birth. No names...

OK what if the fathers name was put on there without the alleged father signing anything. Has the law changed on this or has it always been this way? This happened about 25 years ago. The mother signed the BC and signed the alleged fathers name.
