Driving Unsafe Vehicle, CVC Sec. 24002

My question involves a traffic ticket from the state of: California

I need help, I grinded my car against a tunnel wall by accident and my rear driver side tire went flat, I was driving with my flat tire to a safer area, i was going real slow and it was in the middle of the night like 1:00am (Coming back from work), then the police pulled me over and fined me for driving a unsafe vehicle but there was no where to get off the road until he pulled me over near a gas station which is where i was about to head in. He was just being mean, how can I fight this, can I do a trial by declaration for this?

It was bad enough I had to pay for the repairs...

Quoting CVC 24002.

(a) It is unlawful to operate any vehicle or combination of vehicles which is in an unsafe condition, or which is not safely loaded, and which presents an immediate safety hazard.

(b) It is unlawful to operate any vehicle or combination of vehicles which is not equipped as provided in this code.

How far did you drive before pulling over? If you can document to a court that there truly was no reasonable place to pull over before the gas station, I personally would try.
