my 10 year old son refuses to sleep over at his father's house and most of the time will not even go over for the day. I would like to know if his father can "force" him to go.

Is there some reason he doesn't want to go? You need to try to figure out what it is, and address it. It may be appropriate to try to work through a family counselor.
Ultimately, if he refuses to go and you don't work to convince him to go, you risk being accused of interfering with parenting time (or "parental alienation syndrome"), even if the charge is completely untrue.
