If he refuses to pay rent, his parents can't kick him out. They are required, until he's eighteen, to provide a sparse few things for him, such as shelter, clothes, and (possibly, not sure if it's law) food and water. Past that, if he refuses to pay the rent, his parents can refuse him any luxuries, which means that they could pretty much put him to sleep on the floor in a closet with no air conditioning or any electronics/tv/etc. All they have to do is make sure he has one pair of clothes and enough food and water to stay alive.
