Post Parental Rights
My question involves paternity law for the State of: Tennessee

My ex and I share a son, the relationship was very tumultuous to the degree that we separated 2 months before the birth, he doesn't work, does drugs everyday and prefers to sell drugs than getting a job. He used to hit me when I was pregnant. However, he signed the birth certificate and we had an incident when the baby was a month and a half old that ended up in a protection order against him. We haven't seen or talked to the man for 14 months and I don't receive any kind of child support (never have). The human resourcer office offered to apply for the child support and then even sent me a letter telling me that they were proceeding for this but I never received anything. I want to move to Germany but even to get a passport I need to get his permission even though we were not married. Is there someway that I can do anything I need to do without involving him, is there someway of taking away any kind of parental right since he shows no desire of anything related to us?
