This question has been asked and answered a million times, no. Not unless the mother agrees to it and has a stepfather around to adopt the child.
Yes, one way the father could give up his parental rights would be through the process of adoption; other than that he cannot just unilaterally decide to walk away from his legal responsibilities as a parent.

Actually, in Florida that can be done, without an adoption as long as the mother is not recieving public assistance. However, the law does allow the court to still order CS to be paid.
