My question involves paternity law for the State of: Florida
I would like to know if in the state of florida can a father give up his rights if he wants nothing to do with the child?

Actually, in Florida that can be done, without an adoption as long as the mother is not recieving public assistance. However, the law does allow the court to still order CS to be paid. You should hire an attorney for this, you can get a consult by calling the Florida Bar Lawyer Refferal Service at 1-800-342-8011.
