Emancipation Laws and Teen Pregnancy

My question involves emancipation laws for the State of Missouri: My son's girlfriend (17) is pregnant she has been going through a teen pregnancy clinic. Her father had sole custody; she left home at 16 after he physically attacked her. Her parents changed her name on her birth certificate but not on her SSN card, as a consequence of 911 and homeland security you cannot change the name on your ssn card without a picture ID. Without her SSN card matching her birth certificate she cannot get a job, a drivers licenses, or public asstistance. She has these outstanding bills from the clinic that will not be covered by the Medicaid insurance that she finally got after filing with the courts to get a legal name change. He had her legally emancipated as of July 7, 2008 is he responsible for the outstanding bills or is she?

No one answered the question if these bills were incurred prior to the emancipation is she still responsible for them? As for the documentation changing her name on her birth certificate her parents either don't have it anymore or they refuse to let her have it. One claims there was never any paperwork signed they just changed the birth certificate; I know for a fact that is not true. The other parent says it burned up in the fire that they had at their home years ago. Who knows what the truth really is!
