Can You Get Your Guns Back if a TRO is Dropped

My question involves restraining orders in the State of: CA

I had a TRO against my ex husband. The charges against him were dropped, the DA threw the case out. I asked to have the TRO dropped as well, and our issues stemmed from visitation disagreements. That was fixed.
He had four guns, all legal and registered, he had to turn them into the PD....will he get those back? There are no charges, nothing...everything was either dropped or dismissed.
Please can anyone help.

It's my understanding that once the protective order is lifted, the firearms may be returned.

He needs to contact the PD with proof that he is no longer subject to the restraining order.

You fill out those forms, pay the fee, then the DOJ sends you a certified document with a gold seal on it. You take that to the police and they give you your guns back.
