My Friend Wants to Take His Name Off the Birth Certificate

My question involves paternity law for the State of: new jersey, my friend a real bad father and he is no fit to raise a kid. he wants to take his name off the birth Certificate and disappear, could he do that or he needs his babymother permission

He can't do it even with the mothers permission. He is not legally obligated to have a relationship with his child but he is legally obligated to financially support his child.
