Getting a Clear Title

My question involves vehicle registration or title in the state of: OK/MO

I bought a vehicle and took it home. When I went to register it I found out that the title was not clear. Oklahoma requires that the title be notarized and it was not. I sent it back to the seller (I know, bad idea) and he was to get it notarized. He says he did, and sent it back to me, but I haven't received it, and it's been 3 weeks.

To make the story more fun the guy who sold me the car did not register it, so it's actually registered to the person who sold it to him. My seller cannot really do anything to help me since he doesn't own the car. I am trying to contact the original owner but that's not working so far.

All I really want is a clean title. What are my options to obtain a title without the sellers help.

You will need to file a declaratory judgment lawsuit and name all prior owners or possessors.

Another option, as the person who "sold" you the car never had title and thus didn't have the legal power to complete the sale, is to sue him for your money back.
