my landlord will not fix my heat

I have lived here for 14 mos. I had a written lease which has since expired in Aug. my heat went out on Oct 25, 2005. I have called repeately to come fix the heat. he brought over 2 small space heaters which do not heat the house we have to put the oven on to heat the rooms which is dangerous not to mention expensive.. The final straw was when the space heaters keep blowing the breaker and now we are left with no heat. have called him over and over and still no reply. what are my rights? Ihave kids and need heat. The temps are 28-32 degrees. I know iI can not withhold my rent but I need help with my heat. What can I do/
