Driving Someone Else's Vehicle with Expired Tabs

My question involves vehicle registration or title in the state of: Washington

My best friend was driving her father-in-laws truck with expired vehicle tabs. She was pulled over and issued a ticket for expired tabs on his vehicle.

Will that ticket remain on her driving record even though it was not her vehicle? Why does she have to pay the fine for someone else's oversight?

Can she dispute it in court?

She is free to dispute it in court but the driver is responsible. Assuming he gets it taken care of, the judge will probably reduce the fine.
