    Default Public Domain

    I know documents created by the Federal Government are in the public domain, but what about documents created by the Federal Reserve Board, or a Governor of a Federal Reserve Bank? Specifically, would a speech given by a member of the Federal Reserve Bank of New York, or the Federal Reserve Board in general, be part of the public domain? The FRB is only a quasi-governmental entity, I believe.

    Generally speaking, not unless it is specifically placed in the public domain.
