Towing a Boat Trailer

My question involves towing laws for the State of: Maryland

A friend of a resident at my apartment complex has left his or her boat trailer parked at the community for a month. The friend seems to be out of town as the letters the management has posted in the hallways and on the trailer have been ignored. The trailer's registration expired today. I am considering calling a towing company that will transport this weekend or early next week. I may contact the MVA and let them handle the ordeal.

Would there be any legal ramifications if I went ahead and it towed?

What do the signs posted around your lot, describing when vehicles will be towed, say?

My apartment community does not even have a sign stating which towing company they use. Their leases explicitly state no trailers may be parked in the community and no vehicles shall be parked on the grass.
