Speeding In Washington

My question involves a speeding ticket from the State of: WA, Chelan county.

ok here is the story. I live in Bellevue WA, and this happened about 2 hours away from me.

6-19-2008 got pulled over in Chelan County WA by State Trooper. ticket saysRCW 46.61.400 87MPH IN 60ZONE. SMD is checked and also says SPEEDING R-2194.

My questions
1. how can i get this dismissed? (any GOOD suggestions are appreciated)
2. I know little about deferral program and i did use mine long time ago but not sure if it's been 7 years yet. how can i find out if i am eligible? also will judge grant me for deferral program? can it be done through phone or mail?
3. what is "Discovery"?4. how can i obtain police report and officer's certification?any help that can help me would be appreciated. thanks!
