Unreasonable Noise At Federal Campground

My question involves criminal law for the state of: idaho

A neighbor at a campground called the LEO on us. All 7 people in the party got a 175$ fine. We weren't being loud until a neighbor started yelling at us from across the campsite. Then he had a dog without a leash approach us... We believe he'll be fined for that dog. But I think that we were reasonably quiet. One person was passed out even before we got there and didn't wake up until the morning and he was fined 175$ too..

I would like to know exactly what kind of statements were made to the law enforcement officers. I think one neighbor in a tent next to us heard us, then he startled us with his dog and said that the dog might bite a girl and we should shut up. We got frightened and we raised our voices which is what some other neighbors got woken up by. I don't think our idle camp talk could have woken anybody up. We weren't yelling, screaming, arguing, it was 4 am and we were just talking quietly around a fire. Please let me know how I can make a discovery or something to know what happened and what they said. Thanks

ps we asked him to get his dog away from a person that was scared of dogs, and he said no it's better if he'd just bite you. we told the guy his dog will be in the fire. at this point he said he was a "federal agent and we just made a threat to him". he called someone on a radio and a few hours later a few rangers/sheriffs were circling us like vultures.
