My question involves vehicle registration or title in the state of: California

Common sense should tell me to stay away but I found someone selling a car for a good price but he claims he lost the title. The car is from Wyoming and the seller claims he lost the title. Sounds BS right but I meet the guy and saw the car and let's just say lazy is an understatement. Who knows maybe he's just a good actor. Can I buy and register this in the state of CA? What would I have to do to obtain a CA title and is it worth the hassle?

You should listen to your common sense. For all you know this could be a stolen vehicle, registered to someone else or even have a lien against the vehicle....

It isn't difficult to obtain a new title when the owner has lost theirs.

If he isn't willing to do that, then there is a reason.

You're right I'll pass. The car is pretty beat up and I would've only saved about $1000 compared to what a similar car in the same condition with a title would sell for.
