Handcuffing Juveniles
In the State of Ohio can a juvenile be handcuffed and detained for the local police by a private security officer when the detention is not related to the commission of a felonious offense?

Arrest of Juvenile
Security guards can make citizens arrests. Some are authorized by statute to make additional arrests and detentions. Some are deputized. So "it depends".

I don't know of any state that prohibits handcuffing someone when they are detained or arrested. I know we do it all the time in CA - even if they ARE juveniles!

In Ohio, policies on handcuffing juveniles can vary by city. However, I know of no law that prohibits juveniles for being handcuffed.
