Default Five Years Suspension On DWLS, 3 Times

My question involves a driver's license issued by the State of: Florida

    Quick History
My brother failed to pay insurance on time.
    License was suspended.
Next received a ticket for DWSL-
Reinstated insurance but did not pay ticket on time
Received another DWLS-with knowledge-did not pay ticket on time, license was kept by police.
    Arrest warrant Issued
Tried to self arrest at booking center-Hillsborough County-they would not arrest him because he did not have proper identification.
Same day went and got a Florida ID Card-turned himself in again-they booked him, he paid bail, and was released.
Took paperwork and got license back.
Now prepared to go pay tickets, and set court date for fines, etc.
Gets pulled over in another county and receives a ticket for DWLS-and finds out he has another warrant (issued same day as original) this officer did not arrest him luckily-his children were with him.
Next day he turns himself again, pays bail, gets released pays all tickets (mails the one for the other county).
    DMV-says he good to go
Went to court showing paid tickets and insurance, fines are taken from his bail money plus he pays additional amounts.

BAD NEWS-Received a letter that his license is now suspended for 5 years because he is a 3 time offender.
He has spend thousands of dollars on bonds, tickets, and fines. His job depends on him driving to work daily. He is a single dad of two young girls and cannot afford to miss any more work or retain an attorney.

Please help in any way you can. He is so distraut over this and so am I.

Default Re: Five Years Suspension On DWLS, 3 Times

He needs to petition for a conditional license so he can drive to and from work. It would be sensible for him to get help from a lawyer. It sounds like he has to wait a year.
Quote Quoting How do I reinstate my license after a revocation as a Habitual Traffic Offender (HTO)?
Driver license will be revoked for 5 years. After 1 year from the effective date of revocation, the subject may request a hardship license. Contact the Administrative Reviews Office (see listing "Under Suspension - Need Driver License for Work") where you live. Advanced Driver Improvement (ADI) School will be required unless alcohol was involved, then a Driving Under the Influence (DUI) school will be required.

If the HTO revocation has expired, a Florida resident must still obtain authority to restore through the Administrative Reviews Office (see listing "Under Suspension - Need Driver License for Work") where you live.
