Small Claims Court: Videotaped Statements

My question involves small claims court in the state of: Maryland

If you have witnesses or character witnesses in a case, and they can not attend the court hearing, are videotaped statements from them allowed in court? If so, what needs to be stated by them in order for it to be allowed?

Yes, it is very difficult to cross examine a witness that is on video.
