Exclamation Trial By Written Declaration And Contesting A Citation

My question involves traffic court in the State of: California San Francisco

ok please forgive me if i leave out any details i am really upset and worried about this about two years ago i got a citation on the public transportation system for not having a disability id but i was using a disable pass, i had one but i just left it at home by mistake i was told that if i bring it to the station within five days that the citation would be removed so i did, a few weeks later i get an letter in the mail about not showing up or something i cant remember what it was cause it was two years ago, but before i could see what it was about i went into the hospital and then i moved to another state now i find out that i have a warrant for my arrest so the clerk i spoke to on the phone said that i have to write to the commissioner to get it seen about here is my letter but i am not sure if this is what i am supposed to be writting or what, any advice would be welcome

Please allow this to be my official written declaration to either have a trail by mail or an official contest of the citation due to the fact that I am no longer a resident of the state of California.

On or around the date of October 11 2006 I was given a citation by a Bay Area Rapid Transit police office for not having proper identification to have a disability discount ticket at the time the ticket was used, I was informed that if I did have a current and valid ID that the citation would be removed, within four days of this day I showed my B.A.R.T disability ID to a Bay Area Rapid Transit worker at the Civic Center station and she “ok” it. Sometime in-between three weeks to six weeks I received a notice from BART or the San Francisco county office about the ticket, Before I could look further into the matter I was hospitalize for my mental disability, after my release I became agoraphobic and was unable to tend to any personal business even if I had remember it.
Since that time I have been living in the state of New York and was unaware of the warrant #000000 until recently, my goal is to be allow to do what I was going to do if it was not for unforeseeable circumstances and that was to contest the citation, I feel that I should not have received it due to the fact that at the time I had a valid B.A.R.T disability ID that was presented to an B.A.R.T. employee who “ok” it, If you look into my criminal records you will find that I have never had any problems with the law and that this citation/warrant puts tarnishes my good citizenship.

Below I have listed my doctors at the time who can vouch for my hospitalization as well as my disability at the time of the citation as well as after the fact

If you are trying to address a bench warrant, your letter won't affect the bench warrant. It also would not constitute a defense to the charge, as you didn't have your ID along, and further the letter stands as evidence of nothing in terms of whether or not you had valid ID at home. With no wish to disappoint you, you're not going to make this go away with a letter.
