Non-Custodial Parent Refuses To Return Child

My question involves a child custody case from the State of: Michigan

My Ex lives in Ohio, it was a 9 hour drive, he choose to move away. I moved two hours closer but still live in Michigan.

What do I do if after he has them for a weekend visitation he does not meet me to drop them off. The kids have school the next day. Should I keep a copy of our order with me and continue down to his house and attempt a pick up?

Can local police go with me to pick them up?

Sometimes he is over an hour and a half late dropping them off. I try and get receipts to document this, but I worry one day he will not bring them. When we lived in the same town he once kept them an extra three days because he was upset with me. When he was a child his father received him for a summer visit and never returned him.

Not yet, but I guess I should. With so many kidnapped kids being taken by non-custodial parents I worry. He has called complaining about money, and being kicked out of his place, I don't know what to think.

Everyone wants to know the rights of non-custodial parents but what are custodial parent's rights?
