    Default Adopting my Step-Daughter

My step daughter is 10, and we would like to make it official that I become her "DAD" with my last name.
Her real father has not been apart of her life. He often is runnig from the law and has an outstanding child support payment that he refuses to pay to my wife.
What legal hoops (Colorado) do we have to go through to get the adoption done and how much does the bio-father have a say in this?

    Default Adoption of Step-Child

The father could object to the petition for step-parent adoption, or he could consent to it. If he consents, it is likely to occur. If he objects, the court would have to find a basis in law to terminate his parental rights before an adoption could occur.
