Default Hit-And-Run Accident With A Pedestrian

i hit a pedestrian not in a crosswalk, (didnt injure) him, left the scene but caught back up with him like 2-3 mintues later. He said he was ok and everything was alright. Is this still a hit and run? I saw him on the phone when coming up to him, and want to know if he could have gotten my plate number called the cops, in that time and just not told me. Could i have a warrant right now?

    Default Hit and Run Driver

It could be construed as a hit and run - you did flee the accident scene. But as you came back almost immediately, there was no property damage and nobody was injured, the odds are relatively small that you will end up being arrested.

Next time, if you are so unfortunate that there is a next time, stop at the scene.

would you even be able to give enought info to the cops in that time to get them to do anything. Dont the cops have to come out and make a report?
