DOT And Business Relocation Money

My question involves real estate located in the State of: N Carolina
NC DOT is widening road forcing businesses to relocate.
There aren't any available building to accomodate size of business and that are resonable to rent.
the money being offered, 10,000.00 won't go very far .
If I appeal or go to court, what are the chances of getting any money above "the capped" sums?
