New Law About Cosigning A Loan

I recently bought a car and when I was about to sign the paperwork they told me that sice I was the buyer I had to sign on the cosigner spot and the cosigner had to sign in the buyer spot because of a new law that Arnold passed. Then I get a call from the back telling me that I am the cosigner. Does anyone know if this new law exists?

Obviously if you sign as cosigner, you're the cosigner.
