Default Delinquent Dad May Be Getting Paid From Overseas

My daughters father lives in Florida, which is where the support order is out of. We live in Virginia, where we've been for 15 years and where I originally submitted my application for Child Support. I know his license has been suspended, he's gone to jail previously for a purge and there is an intercept on his tax returns.
However, I rarely get a payment from him, (maybe once or twice a year for a total of $120-$200.
I was online doing some research on his name last night, and came across a website in the UK for a record company that has been producing albums for him. So, it appears he may be getting paid over there.
Is there any way to find out, or garnish this money, or, am I just out of luck?

A little more information. He is married, and has been hiding all assetts behind his wife. As far as I know, there is no real property in his name.

    It's him for sure?

    Yes. Get a lawyer.
I'm not a lawyer, but I play a researcher on the internet!

I'm 100% positive it is him.

I know I've heard of passports being flagged. Is there any way I can do this from here in Virginia without having to pay a lawyer? I know if I hire a lawyer, it's going to end up costing probably what he owes me.
This way, I'm betting he will try a little harder to pay what he owes, if he can't get overseas to work.
