European DL In The States?

If someone has a suspended DL in the States and has citizenship in a different country can they go to that country, get a international DL and drive in the states? Will the DMV or police still be able to enter the name and date of birth and find out that the US DL is suspeneded?
Does anyone know anything about this? Thank You.

If the status is suspended in that particular state, yes - the info can be obtained by running the name and date of birth.
