I was visiting a friend for a couple of days in Orlando and during that time my car was towed from the complex overnight. During my visit the plates had gone out of date and I was going to take care of it with my friend. Is it legal for a complex to have a non-residents car towed even though there are no signs and I am not the one who signed an agreement with complex?

One assumes that your friend, as a resident of the community, was aware of the parking policies and had the foresight to inform you that you were subject to them during your visit?

The community signs an agreement with the towing company. Those ruthless "people" will check inspection, tags, and even vehicle appearance (a spot of rust larger than a quarter, two-tone paint). They will tow whatever falls out of the "norm" and the person who has the vehicle towed has to pay them the towing fee and the day of storage.
