Default Father's Name On Birth Certificate
My daughter has learned that she is pregnant. Her boyfriend (the baby's father) just left for Iraq and it is not known when he will return. If she has the baby before he returns, can she list him as the father on the birth certificate if he is not here when the baby is born? She lives in Kansas.

He called last night. He is in Kuwait now. If he writes a letter stating he is the father and it is ok to name him as the father on the birth certificate, and have this letter notarized, will that be enough or is there a special form he should fill out?
