What is the definition of "Temporary Partial Disability", where is it derived from? Colo.

In CO (and most jurisdictions it is similarly worded but the benefits of course can differ) "Temporary partial disability is a benefit that is available for partial wage loss when an individual has returned to work at less than full wages. Benefits are calculated at two-thirds of the difference between the worker’s average weekly wage at the time of injury and his/her current earnings."

But I have not returned to work, and I would assume that they know that due to me not signing the rediculas proposal from the employer. I would also assume that that form was forwarded on to the work-comp insurance company. I could not work due to injury and have not returned to work and they know it. Maybe they don't? So yeah, I get this stupid 40 bucks every other week. (80 bucks a month)
