Can I Get The Legal Guardianship

Hi my name is Monica i'm 23, My sister is U.S. citizen and me and my parents are indian citizens. currently my sister is living in india with my parents and studying in india. i'm resident of canada living here and i want to become my sister's legal Guardian. What do my parents have to do? Do they have to go to indian court and do the legal paperwork there or they have to do the paperwork in u.s. or in canada? Do we all have be present at the same place at same time to sign the paperwork or i can do that from where we are living at the moment?

can she go to school in canada if i become her legal guardian if she's u.s. citizen or i have to adopt her rather then becoming legal guardian? and where can i find all this information? please advice back
