Who is eligible to obtain a birth certificate copy?
The person named on the birth certificate.
A parent of the person named on the birth certificate (requesting parent's name must be on birth certificate). It can be found in NC Departments of Health and Mental Hygiene.

in order to receive a certified copy, you must provide the requestor's relationship to the person named on the record. If the requestor is not of the immediate family, a brief statement as to why the certificate is needed MUST be included.

Dates: From October 1913
Cost of copy: $10.00
Comments: Include with your request as much as you can of the following: name of individual, county of birth, year of birth, full maiden name of mother, full name of father, your relationship to the individual named on the certificate and the reason for your request. Certified copies of birth records in N.C. are only available to the individual named on the certificate, spouse, siblings, direct ancestors, direct descendants, stepparents or stepchildren. Uncertified copies of records for genealogical purposes are available to anyone
Sorry, I confused you. We have a certified copy of her birth certificate where she was born in VA. All we can do is try to add the will too.
Just don't know what else to do. Cannot keep hiring lawyers.
