Nor is there any way she can do this in any other state.

The chance that any judge, anywhere in the US, will emancipate a pregnant teen so that she can live with her boyfriend, is exactly zero.

She is a minor, her parents still have parental authority over her until she is 18.

It doesn't matter that someone else is willing to take her in and support her. If her parents are against it, it isn't going to happen.

If she is being neglected (abandoned) then CPS should be contacted.

If she needs someone else to support her, then that's a further guarantee that she cannot be emancipated. Emancipation means that she can support herself. It does not mean that someone other than her parents support her.

Until or unless she either turns 18 or CPS takes her out of her parents home, she lives where her parents say she lives. Period.
