You can always report it to the local police. They may not do anything or may investigate it. With that little girl who killed herself over a "boy" (it was really a rival girl's mother) in the news the police will likely investigate it.

If you are a minor, talk to your parents. If you are an adult, report it to the police and at least get the police report. Take screenshots of it in case the person takes it offline. Many of these sites record the IP address and activity, which can usually be traced if done quickly.

The illegal part is not as much that the profile is fake but the fact that somebody is using your pictures, and possibly some other information, without your permission.

Collect the evidence such as screenshots before you do anything in case you must take further action after all. Then, contact the site hosting the fake profile. They will remove the profile. They don't want to be sued.
