    Default Changing A Homeowners Association

Can anyone help me understand what are the steps required to change a HOA in the state of Florida. The current HOA is taking money in assessments that are never implemented. They constantly submit violations to homeowners while the common areas are in terrible shape. Me and many neighbors feel harassed, feel they are stealing our money and want to do something. The current BOD is not doing anything, they set meetings at times that no one in the community can go, etc. Please help.
