Default Navy Sister To Adopt 15-Year-Old Brother in North Carolina

I am 19 y/o stationed in Louisiana. I am planning on adopting my brother. My mother is consenting to the idea. I just wanted to know what all we would have to do to get it done. I have already talked the necessary people in the Navy. They basically told me in a nut shell that all I would have to do is get it taken care of on the civillian side of things and then the Navy would play catch up. So, what would my mother and I have to do to initiate the adoption?

Take a look at the Louisiana Children's Code, scrolling down to the statutes starting at CHC 1243,
