Unhappy Signing Over Rights
The father of my child hasn't been in the picture basically since conception and I would like him to sign over his rights. I live in Oregon and he lives in Indiana. Does paternity have to be established before hand? Can I do it without establishing paternity? What are the steps for signing over rights? I'm clueless so please, any information would be great...

You must first establish paternity. You next must see if he is even willing to do so. If he is not you will find a tough time gettign this done. However if he refuses seek support and he of course can seek visitation rights
