Default Utility Right Of Way New Cable Lines

I got a knock on my door from a contractor who told me that he would be digging a line through the entire length of my front yard, under my drive way in order to access the utility box so that they could supply my next door neighbor with Verizon Fios. I told them I did not want them to do this and they told me that they had the right to do so because of "utility right of way"...

I have been through this before and I have seen this before. They are going to destroy my lawn and make a half-hearted attempt to return it to what it looked like before. I told them I did not want one person to step foot on my property and they basically told me it wasn't my choice, it was their right....

How do I get them to stop? Can they do this?

If they are within the ROW, yes. You can take before and after pictures to show any damage.
